Is there anything anywhere that says how ratchet strap hooks are to go into D-ring in the floor of a truck? Hooks facing down, or hooks facing up. Does it matter, I can't find anything official anywhere.

Always orient the hook so you are pulling into the throat and not against the tip. That orientation can change from load to load.

What @not4hire said. You want to pull into the meat of the hook.. so it depends on the direction you are pulling each time.

So if you look at the hooks in the d-rings, are they correct or incorrect? The ones on the opposite side of the truck will be hooked the other way. Straps will always go directly to the rings on the other side of the bed.

This image may help, but avoiding back loading the hook is the important part. Note that the "tip loading" is wrong in the image because the load is not in the bowl of the hook.
