Your rears may have a 40k rating but you still can only gross 34,000 on your drives. Your steers you can (in most states) run the max weight of the weakest component. If your tires are rated at 6600gvw then you can go that 13,200. Most steers are rated somewhere around 6175 so 12350 would be your max. If your truck has been doing heavy haul or maybe oil field then your tires etc may be beefier. Not much you can do until you get a good load on and weigh it.

Get yourself a pair of load range H steers. They'll look and ride like regular steers but have a capacity of around 14k, which will let you use the full 13,200 on most major roads. I keep my 5th wheel slid forward and I've never had my steers go over 12,850. The rest can be handled by sliding trailer tandem - or if not, the trailer needs reworked.

75% or more of the oilfield trucks in Texas run 11r24.5 LRH on all three axles because they spec heavy.

A farmer friend bought an ex Weatherford 3 axle T800 that was heavy spec so he could move a dozer around. He said that thing weighs around 24,000 sitting bobtail. No way to lighten it that I can see without changing frame.
