Pretty sure it depends on if it's that type of unit that needs to be placarded all the time or if when empty it runs no placards

I would say yes but just a guess.
Otherwise anyone who was without a tank endorsement would be legal half the time, or when empty anyhow. -
Me having a tanker endorsement I don’t believe a empty washed food grade tanker would be a problem .
Now a tanker that is unwashed and has a history of hauling plac carded materials is a whole different story .tscottme Thanks this. -
Be safe about it, and proactive.
15 bucks and a test at the dmv gets you the tank endorsement.
