Why did you leave the scene without a police report?

Because I have it on web cam, I had a pickup in about 1.5 hours, and I only had a couple hundred in damage. I provided the cam video to my insurance carrier, who will provide to his insurance carrier. Hopefully they'll drop them after they see the video.

You always call the cops if they do this. Always.

Many states now have great big signs along the freeways. "Minor accident? Pull off the roadway and exchange information". I printed the accident report off of the CHP web site per their instructions when I called the cops, and emailed it in with a short video from my dash cam. So I didn't need to wait on the side of the highway for a cop to show up,picked up my load on time, and I get the same results.

My school took students with federal financial aid. Including me. Plus several attending on Schneider's dime too. Still, 99% pass rate.

However, you DIDN'T get the guy claiming he was somebody else off the road. You pull off the road, exchange information, and request an officer. You have no way of knowing, especially with a piece of paper, if the person is who they are claiming, has insurance, etc...

I'm not a DOT or DMV investigator, and I didn't know at the time of the accident that it was a different guy. As I said before, they have video of his reckless operation of a CMV and the still shots I took of the damage, his truck, AND the driver. Beyond that, let the professionals handle it.

Its a gross misunderstanding of an exemption a couple megas got.
Basically what is allowed, is for the "student" to drive alone with his CLP license after he tests and gets his CDL, but before the actual license arrives in the mail.
