I know that. Depress about 1/4 way down, just enough to disengage transmission from engine

He should have realized what a bad situation he put himself into and called law enforcement to get him out of it. He'd get a healthy ticket but he deserved that much.

I had slowed down and he was speeding up so our speeds were matched ridding side by side, I slowed down a little and got behind him. I wanted out of the hammer lane going that slowly. I'm not trying to hang out in the hammer lane way below posted speed limits

The problem with this situation there is no possible way to predict his actions. If he's waiting until I pass to go, and I slow down I could end up hitting him, I moved over to the right hand lane expecting maybe he might pull into the left lane and finish the turn after I passed.

What he did was wrong, illegal, and unpredictable

It’s predictable to a point. If there was nobody behind you in either lane, then I would say 50/50 they wait for you. Quite a few vehicles coming up behind you, very high chance they pull out

Anytime I've had a close encounter with a UFO, um didn't have time to shift, could only hit the brakes hard with my right foot and cross the right foot with my left one and lock er solid till she stalled. In less precarious situations I could drop a no of gears and bring her down at a steady rate.

Well first off, glad you survived to tell the tale.
While you're mostly correct, from reading this I get the impression you saw what bozo was attempting to do, and hoped he wouldn't do it in front of you.

ALWAYS anticipate that they will do the unthinkable, and be ready for it. You'll never predict exactly what they WILL do, so you react for the worst thing they COULD do. Might even mean stopping completely.

Agreed 1000%! I will even go further and state clearly if I am driving behind someone and can't clearly see the hazard ahead I am also at your mercy. Even if I am maintaining a good following distance. What if I am hauling top-heavy pallets of beer bottles? You slow down I have time to also slow down. You panic stop after ignoring the possible hazard I most likely just destroyed 25% of my load! I have seen many chain collisions during my career and this BS along with following to close is how most start!

    Yes.
Not that we have many, but 99.99% of the accidents we do have were caused by lack of proper following distance.

dwells40 and John E. Thank this.
