Maybe I'm mistaken, but hear me out:
    1. Expenses go up
    2. Small carriers gou out of business
    3. Capacity is greatly reduced
    4. Rates go up
    5. Higher shipping costs are passed down to consumers with higher priced goods at point of sale

Who does this nonsense help again?

    shooter19802003 and TheLoadOut Thank this.

It's not just the insurance thing. They also mandate the FMCSA to go back to the HOS changes and re study them and tighten down on the use of PC. They will have to do a study on adding trailer side under ride guards on all trailers. And then there is the speed limiter thing too.
    Also, from Transportation nation:

Additionally, the legislation calls for requiring newly manufactured heavy-duty CMVs to be equipped with an automatic emergency braking (AEB) system, and mandating that systems installed in such vehicles be in use during operation.

It also requires the FMCSA to, within one year, initiate a rulemaking to establish screening criteria for obstructive sleep apnea among CMV drivers.

Moreover, the INVEST Act gives the FMCSA a green light to begin using truckers’ electronic logging device (ELD) data for research on a possible national vehicle-miles-traveled (VMT) tax program for heavy duty trucks.

And of course, our friends at the ATA are applauding this as it is exactly what they want.

It helps the megas put competition out of business. Megas aren't effected at all because they are self insured.

True, but megas still employ people, who have to eat and buy goods, at an inflated price because the GovCo screwed with something else.

Everything GovCo touches turns to crap. EVERYTHING.

Agreed. However, I was just answering the question of who benefits.
