Can I get permission from individual states to drive in them?

Backstory: I have epilepsy but I can't yet apply for the FMCSA Waiver for INTERSTATE travel. I haven't made the 8yr seizure free minimum (I have been driving for only 1.5yr and haven't had an episode in 4yrs ). Is it possible to get permission from neighboring states so I can do regional runs or local-cross state line runs?
Reason: I live near Toledo, OH and getting a job that doesn't go into Michigan or Indiana is almost impossible.

If a load starts in one state and ends in another. It's interstate. Regardless.

Have you called Keller in Defiance Ohio. They were looking for a shuttle driver 15 days ago to run out of Waterville Ohio that's like 10 miles from Toledo working the second shift. They try and work with driver if something special is needed. About 1 year ago they had a couple drivers that only run Ohio because they were like 19 or something. They have a couple shuttle drivers runs around. Back in May they were looking for shuttle driver to run out of Maumee Ohio.

No you can't. The moment the load, not even just you the driver, crosses a state line it falls 100% on interstate commerce and is governed by FMCSA.

Silly question. Why did you get in a field of work that your medical problems limits what you can do? Not trying to be discouraging, but why not go for something like an electrical or welding or whatever apprenticeship?
Heck, there will even be more money in a trade for you because of your medical limitations.
