Can someone educate me on why have the fourth axle staggered so far back? I’ve seen four axle rgn’s where two are dump axles but they are all spaced closely. or it’s like a tri axle and the fourth one folds up on top of the third.

4th axle is considered a single axle not a group so it can carry more weight

Some states will only allow groups of three axles at 20K lbs each. Once you add a fourth axle they reduce the per axle load below 20K lbs.

By adding the spreader beam in there it puts that 4th axle 10+ feet from the other 3 so it is considered a separate axle group. This allows it to be permitted for the maximum weight of a single axle which is generally 20K lbs but can be higher depending on state laws and equipment ratings.

What's the reason for having to spread the axle groups? Less stress on roads or bridges seems obvious, but states have goofy reasoning sometimes.
