I'm trying to locate owner operators specifically based out of central Pennsylvania. Is there any place on the internet I can find o/o's / small fleet owners based on maybe zip code? or city?

When I do searches online, I only find job postings, but I want find the drivers, not the jobs.

Any help would be awesome, thanks in advance!

Not hard to find. Why are you looking? If you are marketing dispatch services or something you should say so.

If you are a shipper looking for help I would say people will line up. Tons of trucks and trucking in central PA. I'm there all the time looking for fair rates OUT, no problem getting in.

I ask because I'm working on building a business that will benefit owner/operator drivers. I am not in the trucking industry myself, but my family is. Due to patent pending technology being built and the company still being funded, I can't publicly share the details, but it would give the drivers the ability to earn extra income each week without adding any additional work or time to their schedules. My roadblock right now is that the initial launch is happening in Central PA and I can only work with drivers or small fleet owners based in this area.

So if you can't give out any details; how will an OO know what to give you for a rate quote or if they will even be interested in what you're offering?

It’s probably advertising on the side of your trailers. Or another Uber/convoy.

Longhaulquest,if your gig is truly beneficial for owner/op as your suggesting, the trucks WILL COME TO YOU!
Truly sweet, money making jobs a rarity. Most places are trying to beat the price down a few more bucks and see if there are any suckers.
If you are a true story, best wishes with your new gig.
