Keeping legal while waiting to go O/O

Hi all,
This year purchased a truck and trailer, formed an LLC, got an EIN (and bank account for my company) and got my DOT numbers, also have the forms to do the Driver Qualification file but haven’t filled that out yet. Now I don’t plan to go out on my own til February/March of 22 so essentially I’m just getting my ducks in a row now and slowly spending money til then. What I want to know is what else do I need to remain in good standings and avoid any fines? Keep in mind the truck is likely going to sit and I will remain a company driver, in company equipment til then. If it did go on the road before then, I would run someone else’s numbers but that is quite unlikely. My truck and trailer is not on the road in any capacity. So I wonder in the meantime:

Do I need to pay the UCR?
Do I need to join a drug testing consortium?
Do I need to register for the clearinghouse as an employer (Have to be in a consortium to do that it seems)
Do I need to file a BOC-3?
Is there any IFTA paper work I need to file and/or should I get my IFTA tags now?

I know I need to do all the above and other things before I go on the road but for the next 8-9 months do I need any of these (or something I’ve left out) with it just sitting?

 

No insurance and no MC yet, going to wait til it’s closer to go time for that.

 

It isn’t so much the paperwork I’m concerned about is that I want to make sure that I don’t need anything else while I’m sitting. Also I wonder if I can get that new member audit between now and then. I am worried telling them “Hey I’m not operational yet“ won’t satisfy the powers that be.
