    Awfully late to respond to a OP’s post from 3 years ago…
    At any rate companies like this one (especially around Chicagoland) are notorious for either doing 1099 subcontracting,lease/purchase or a combination of the two.

    It's perfectly legal to hire a contractor if they don't cross state lines. Thee is a huge difference in hiring a contractor and paying a 1099 vs. hiring an employee, calling them a contractor and paying on a 1099 illegally...
    Simple fact is way over 99% of companies paying on a 1099 (that aren't o\o's) are illegal.
