If you think they don't have their own personalities and aren't going to F up sometimes no matter what you teach them then you probably shouldn't.

Tragic situation for families and friends.

Maybe makes sense in Maine, but the middle of the country--and other rural areas--would probably come to a standstill. I and several of my friends would have not been able to work and/or attend school, etc. (although I grew up in the city).

Having said that, there are some restrictions that make sense, IMO. We have graduated licensing here as well, but the restrictions are focused on alcohol and driving behaviour.

I never took driving lessons, but we did put our son through lessons and an advanced driving course. He really is a good driver.

ETA: Just another example that you can't legislate common sense or good decision-making.

I can back that statement up from experience from one of ours. Made all the wrong choices. Still does. Like they say, you can't fix stupid.

We had five kids. The two oldest and the two youngest were just outstanding. I don't say perfect but looking at other kids I'm glad for how those four turned out. I'm proud of them.
The middle child? I swear to God that somebody must have mixed up the babies in the hospital and we wound up somebody's crack baby.. From the time that kid could crawl he made every bad decision there was. He still does. I haven't written him off, not yet anyway, but I sure as hell quit loaning him money and vehicles.

He makes all the mistakes for the others? Ours is a constant source of disappointment. It doesn't help a marriage. You know moms.
We have a second adult, I call her an adult because she is one. Raised both of them the same. I don't get it.

Sometimes I lament that our son is not setting the world on fire, but then... he's not setting the world on fire.

Massachusetts has a similar rule restricting the number of passengers under the age of 21. This accident is one of the reasons why. Under current state law no one under the age of 16 is allowed to drive in Massachusetts-even if their license is legal in another state!
