I don't do Oregon so don't know how that works, but had a similar situation in Kentucky. I put a new to me truck on the road and forgot to add it to my KYU inventory and he got popped at a weigh station. It was $180 ticket if I recall. I had the driver scan and email it to me, then put a check in the mail the same day. Never did that again LOL.
I took the permit violation Oregon, they missed the permit in the system.

The ticket should go to the motor carrier, not you. You’re not the one who had to post bond for the permit and you’re not responsible for reporting the miles.

I was under the impression that a paper copy of the OR permit was no longer necessary to carry, it being checked electronically now. Is that not correct?
