    Looks like a load shift. I'll bet the setting of tractor brakes jarred loose these spools. Or at least that was the catalyst after a not so smooth ride.

    broker pocketing the rate difference between DV and FB.

    That car moving out the way and hitting the van behind him is now liable for that damage. Should have let the spool hit him, would have collected a fat check.
