What would cause this?
It has smoothed out and you can hardly notice that it's there.
I slip-seat so I'm not sure if its a defect or someone plowed intoa curb .
Tire bulge, would you trust this? Should it be replaced?

If it goes in its a belt overlap and normal. If it bulges out, its a broken belt and will fail. When, no one knows, but it will fail.

Edit, if its soft like its full of air, you could have a air leak from inner liner to casing. Still will fail.

No way I’d drive with that. Could blow any time. I would think DOT would pull it out of service and give the driver a ticket.
