Check engine light came on about 2weeks ago but doesn’t blink 3 times during startup like it normally does anymore.. Is this something I should be concerned about? 2013 ProStar with Maxxforce 13

Sometimes the cluster misses the messaged from the engine to turn off the light, so the cluster has it on solid all the time. To reset the cluster, you need to remove the breaker for it in the panel. There are two breakers for it. Find the one that has "BAT" next to it. Remove it for 30 seconds and reinstall and see what happens.

I got a health report done and the active code is SART module.. Where is this thing located?
-
The sart module is the "Stand alone real time clock" module. All this module does is provide the engine with a time stamp when it logs a code because the actual engine ECM has no internal clock. This module will not cause a check engine light directly but can cause some erroneous codes to get logged in the engine because it doesn't know what time it is basically. It is very very very rare for the failure of the SART module to cause a problem, but when it does it is a failed regen. Long story... So if you have no engine codes, I still say the cluster is locked up. The sart module is located in behind the cluster and is zip tied in behind the main harness. It has a 4 wire connector and is black in colour. It has a spot where a battery can be replaced. The whole module is about $400, but the battery is about $25 or so. It is a special battery so if you get it out you will need to find a specialty battery shop for it. You can certainly try this, but I really don't think it will fix your light issue. I have seen trucks go months and months with that active code and no light.
