International 6 wheel 4300 DT466e issues

I'm looking at a 06 International SB 4300.
It will not hold a charge today, Yesterday batteries were good and started fine.
Today after trying to charge the batteries I noticed that the fuel pump was running, and the actuator motor for the turbo waste gate was clicking like it was stuck or trying to engage.
Pulled the ignition relay out it stops, pulled ignition switch with relay in it still pumps and clicks.
Does anyone have input I can use to attempt to get it running.
