Is HVUT due when vehicle is bought or when I begin driving it?

    I bought my first truck (semi tractor) in August. It was through a government auction located far away. We agreed they would post me the keys and title and they allowed me to have it parked nearby until November when I would come and get it. Said and done, in November I took a flight, obtained a temporary tag, obtained the DOT authority and of course insurance, and drove it back home, "not for hire". In my home state I obtained the apportioned license plates and registration.

    My question is: is my HVUT due starting in August, or starting when I begun driving the truck in November? There is a wizard on the IRS page for truckers, and that seems to suggest that tax is not due until I BEGIN using the highways (hence the name) but the service agent that fills out my HVUT paperwork seems to think HVUT is always due when the vehicle is bought (which makes it easier for them, I suppose). Which is correct?

    I should ask this question to the IRS but they can only be reached via snailmail or phone as far as I can understand.
