I remember 2 other towns that did the same. One in Ohio and one in Florida. The government got involved and disbanded the police departments and then merged those into a larger town. It worked.

Georgiana, a little south of Montgomery, used to have a reputation like that. It wasn't too long ago that the chief of police and most of the cops quit. Probably some politics going on.
