fuel tanks won't balance

well first off, let's explain the stupidity that got me into my current dilemma...
I am currently hauling oilfield directional tools, last night i pulled around the back side of the rig and drove over what is essentially an oversized speed bump. whilst driving over it my better brain says "hey dumb A thats pretty big hope it doesn't snag your tanks," being the rocket scientist i am, i proceeded forward and broke the brass fitting on coming out of the bottom driver's side tank. through all my redneck mechanical problem solving ability, i managed to get it bandaged together with electrical tape and two bungy cords. i had one more rig to go to and then about 60 miles back to our shop.
no biggie right? ran out of hours, crashed out for the night after putting 60 gallons split between both tanks. bed time each tank registered just over 1/4.
my problem
as i finished up gathering tools and headed for the shop, my passenger tank reads empty and drivers side full. so somehow they are not equalizing. if i close the valve ro my passenger tank that feeds my cross over line, magically, it stops over filling the driver's side tank. the return only flows into the drivers side and idk if the solution is to build a crossover for the return, or if it'll start equalizing again once my broken fittings are repaired.

 

thanks. hopefully all will sort itself out. just pulled out from fixing my broken fitting. the only difference is that i put a shut off valve on the driver's side tank.

 

update. apparently my electrical tape/bungy cord fix job must have cause a little blockage between the two only allowing fuel to flow one way. no that everything is fixed i got 300 miles down and they're equalizing.

 

spot on. one tank had a bung in it and no vent.
