This morning about 10 minutes ago I kind of slapped myself for leaving another option out of my last comment. It's not just school systems. In this area, the local mass transit company is called Hampton Roads Transit. Every year they hire drivers to run added summer routes that run up and down in Virginia Beach. If hired they will call you into Norfolk give you a lot of classroom time, teach you how to drive their busses, AND get you a class B with P endorsements using their vehicles, all the while you ARE BEING PAID! I am positive most all transit companies at least before COVID were always wanting drivers.

YOU ARE NOT LICENSED TO DRIVE A PASSENGER TEST VEHICLE BECAUSE YOU LACK THE ENDORSEMENT!
you can not have just a cdl driver either bring it to your test UNLESS they have to have a P endorsement ON THEIR CDL.
You can drive it to the test site IF YOU HAVE A PERMIT AND HAVE A CDL HOLDER WITH A P ENDORSEMENT WITH YOU BECAUSE IT IS WITHIN THE SCOPE OF TRAINING WITH A PERMIT.
Some examiners don’t give a crap where it came from, they may not even care that you drove it there, but you may get that Barney Fife examiner who DOES IT BY THE BOOK.homeskillet and brian991219 Thank this. -
Sorry for the late reply, I appreciate all of the responses. I was able to find a bus to test in and passed, much easier than the combination. I still don’t understand why with a class a license I can’t drive a “heavy vehicle” charter style bus solo as long as there is no passengers on board. I’m not arguing, it’s just a confusing scenario. Kind of like having the permit with the tanker endorsement, but with a restriction of empty tanker.
But in the end, I got my passenger endorsement so now I have my class a with passenger endorsement and a restriction of no class a passengers… which I am unaware of any combination vehicles that carry passengers, unless it refers to those accordion buses lol.
the biggest problem I had was I didn’t have a permit, since they took all of the paperwork when I received my class a actual license. So they were ready to not let me test because I didn’t have the test receipt that showed the endorsement dates and passing, even though I had the email confirmation showing all of the endorsements, validation number, and all. So I had to get them to reprint a duplicate permit (?) and now I will be receiving another permit in the mail and shortly after my class a reprint (?). I don’t know if this is a typical Procedure for all states or just a peoples republic of New Jersey’s thing. They swore I should have had the paperwork with the validation stamp and permit even though I had my actual license. Very confusing..
