The troopers and the civilian were hit about 12:40 a.m. on Interstate 95 South, the Pennsylvania State Police said in a Twitter post.

The troopers were trying to get the man who was walking on I-95 into their patrol SUV, state police said, according to NBC Philadelphia. A driver attempted to use the shoulder of the highway to get around the scene and struck all three of them, the news station reported. The impact sent them into the northbound lanes of I-95, police told NBC Philadelphia.

Pennsylvania Gov. Tom Wolf addressed the deaths in a tweet, saying he and his wife were praying for the victims' loved ones.

"Frances and I are deeply saddened by the loss of these two troopers and the individual they were assisting," he said. " ... This tragedy is a reminder that our law enforcement officers put their lives on the line every day to protect us and our communities."

It was not clear if the driver, who stayed on the scene, was going to be charged in connection with the crash.

I-95, which was shut down in both directions between Broad Street and the Walt Whitman Bridge for hours, has reopened.

No other information, including the names of the victims, was immediately available.

How often do we see these people driving down the shoulder like this around backups? This is something that should be really enforced more by police to try & put a stop to this mess… At least as much as they can

The issue is even before now there aren’t many troopers out at one time depending on special units out. Are now they are even shorter staffed.

I’m not sure how the law enforcement structure in Pennsylvania mainly Philadelphia area is but I would think that in the city proper the local police agencies could assist in patrolling the freeway system in the city as well

Passing on the shoulder at speed like it's another lane has become a new normal, unfortunately.

And what's with all the A..holes lately backing up on the highway because they missed their exit?

    Boondock Thanks this.

Because they’re either distracted or absolutely clueless and don’t pay attention to signs, lane markings, etc.

    Boondock Thanks this.

Here is how we worked. We were assigned a area and every month they pulled the gps coordinates from all the collisions and there time. Wherever the most collisions were at for the last month that’s where we were during certain times Besides that the counties were divided in fairly big areas. Our troop worked 2 counties. Between people calling in sick or having to take comp time off we were left covering a couple areas by ourselves. You were lucky to stop 10 cars for running collisions etc.

I get that, but who in there right mind would think that backing up on a highway is an wise thing to do?
