Stupid question about a no truck sign that I saw

Was making my way across Indiana state highways today and saw a no truck sign with a sign next to it showing weigh limits for the road that said no trucks. 38T for straight trucks and 40T for standard 5 axle semi truck. Usually it’s something small like “7T weight limit” so there’s no question. Wasn’t going that direction, so it didn’t affect me, but was curious what that means for future reference. No thru trucks, but if you have to go through here, here’s the weight limits? Or does it mean no trucks outside of these posted weight limits, but feel free if you fit the weights? Or is it just no trucks at all due to some city ordinance and they just failed to take down the weight limit sign? Was in rural, farmland Indiana so I wasn’t sure if they were just trying to discourage grain trucks and farm equipment grossing 130k, or what was up.

 

Gotcha. Didn’t know if the black, red, and white no truck symbol sign or the weight limit sign next to it carried more weight on what’s legal or not.
