Put a socket on the center of ac comp. An see if it will turn a full turn, if it's locked up you will need a ac comp,, ac dryer.

It won’t engage without at least some Freon, due to the low pressure switch. If it’s completely empty, it has a major leak. Need to find the leak. First thing is like @baha said. Wrench or socket on compressor clutch center bolt. See if it’s locked up. It should turn, the outer belt Pulley should spin freely. Once you add some Freon the clutch should engage, and the whole thing turns as one. Running the compressor.

Some Freon with dye comes in handy. How do you know it’s low? A major leak should leave a big oil spot. Adding Freon to an already charged system is just going to cause more problems. Carefully pushing in the valve core, on the fitting for a split second will tell if it’s charged at all. Protect your hand/ fingers, eyes, from frostbite, and don’t breath it.
