So a student gets his/her CDL through a company paid program and signs a one year contract. The student is then given a truck and that truck has around 600K miles on it and the inside cab is nasty with filth embedded in every nook and cranny, smells like Cigarettes, urin and animal barf as well as cracked bumpers and fenders, what resources does that new driver have?

They have 10 trucks to choose from and every truck is like this. It would take several days to get one of these trucks into shape. The boss says, "pick any one of these, set it up and spend the night. In the morning we'll do the paperwork." She actually expected me to sleep in a truck like this, put all my belongings in and make myself at home on top of someone else's filth.
Imagine if you will... searching for an apartment that is advertised, "move in ready" and finding the apartment in this condition.

Must be nice for that many miles. I got into a "new" truck 2021 with only 60K miles and you couldn't even see half the floor past all the sludge and dirt and you open the fridge and contribute to the floor with your vomit. Maintenance dealt with the fridge pretty well but just went over the floor with a quick vacuum job which maybe sucked up 10% of the crud. I've been here about a month now and still finding things to clean. The person who had this truck went on personal leave is a disgusting animal and I hope they never get back in a truck again.

I recommend an odor neutralizer be sprayed on fabric at regular intervals as lingering cigarette odors linger a long time. Replacing the mattress is top priority, besides wiping down the steering wheel.
