The only thing I found that will work, if the truck ECM has the most anti-idle settings engaged is use an electric screwdriver to bump up the RPMs every few seconds, or to bump the brake pedal every few seconds. You put an off-centered wheel in the end of the electric screwdriver. Think of a camshaft lobe rotating. As the off-centered wheel rotates it press and releases either the accelerator or the brake pedal. This simulates a person pressing the brake or the bumping the RPMs. The downside is the amount of idle time is almost certainly being recorded and reported to your company. Once you can get your engine to idle your company is going to call and tell you to stop idling. I would not work for a company that won't allow me to stay comfortable/rest in how weather.

There are multiple ways trucks can be stopped from idling. The OP already tried setting trailer brakes but releasing truck brakes and it would not idle. His truck's anti-idle feature sounds to be set to maximum.

My company did not intend to restrict our idling like that, they just bought several new trucks and it was just something that got overlooked, the company shop is adjusting the problem at last.

put a 'hot hands' hand warmer on the temperature sensor usually found on the mirror or on the frame by the rear axle. The truck will think it's 160° out and let you have air

If the brakes don't hold. I adjust them. I've never packed chalks.

If the brakes don't hold. They're not working on the freeway also. And you're stopping on truck brakes only.

If the brakes aren't working. You should be finding that out with a tug test BEFORE even rolling down the road. And adjusting them.

If you have a pto switch flip it on and that’ll stop it. If you don’t have a pto find a spare switch and tap into to pto wiring harness most trucks should have a pto harness installed with and without a actual pto

My last job had a FL that didn't shutoff with the pto activated.
