We had a similar incident to this happen.

Semi was taking the on ramp to the freeway but parked off the side. (Breakdown) In the dirt. 20 feet away from the lane. A lady ran in to the trailer and was killed.

She was talking on her cell.

The semi wasn't there very long. Less then an hour IIRC.

The actual chassis providers have national accounts for road service, no need to wait around if it can be avoided.

Two companies ago we had an owner operator break down and he was parked on the shoulder waiting for the hook.

He crawled in the bunk instead of sleeping across the wheel and that probably saved his life.

He was rear-ended by a loaded tanker hard enough that the container popped and landed upside down on the other side of the guard rail.

The chassis broke in two and tore the 5th wheel plate off the tractor.

The other truck had blown a steering tire, caromed off of us and onto the median before burning down and that driver didn't make it.
