The right thing to do is measure this against the line of business you're doing with them, and decide if it's an acceptable loss and low enough risk to continue. Which it appears you are doing, for now anyway.
On the other hand, this is theft. I can't tolerate a business partner that steals from me. I burned down a decent amount of business with Coyote for a lot less than you got stung for. If you articulate it that way with a decision maker there, and they stick to their guns, you need to quit taking their calls because they'll do it again. If there's language specific in the carrier agreement or rate confirmation, to the load outs regarding breakdowns and reimbursments, claim on their bond. If not, just sue them and let a judge decide about that written agreement to pay in your inbox.
Hopefully I'm reading this as, you have a rate con for the trailer from IEL, then another rate con for the cargo? If so, I think you did the right thing and got the load delivered.
I do loads with IEL now and then. I have not had any payment issues with them. In fact, they've been decent about getting layovers and detention on the rate con promptly. However, they're not my first choice when looking at a list. Their loads tend to be scheduled too close for comfort on transit, especially on multiple picks/drops, and the brokers tend to take a tone like they're doing me a favor by even talking to me.
If I were you, I'd immediately stop taking their loads or answering their calls. Then wait till all their outstanding invoices are paid in full, of course excepting your claim. Then I'd take another run at talking to someone in management. Not a broker or supervisor. Challenge them about reneging on a written agreement to pay. They'll either fix it or not. If they do, I'd still be hesitant to load them again, but maybe give them another chance having established that contact with management. If they say no again burn it down - go to your local courthouse and sue them for everything from the air tank to the value meal you ate while waiting.
Advice about a broker reimbursment promise and not paying it.
