Looks like painted up old turbos to me. They didn't even replace the turbo drain pipe it is rusty and has some oil residue on it if i were rebuilding the motor and installing different turbos I would have changed that out to eliminate one more possible leak or failure.
The new turbos don't look very new

Looks like they used 10x more paint on every surface than the mcallister cat rebuild i had done did for mine 6+ years ago. They didnt bother to clean anything up so any paint they used stayed there by dumb luck, mine almost looks everything is just barely oversprayed -
And the silver over spray on the yellow inlet.

So the question of the turbos has been settled - reman Garrett's, I'll run them.
I'm glad you guys brought up the studs issue. I'm talking with the shop about that now.
I am mechanically inclined but not a mechanic by any means. So maybe there's something else I missed. I've added another photo from the other side, maybe you guys can spot other issues that need attention while I'm still off duty.
