    So the tribes get to “own” the property but are restricted as to the use of their property to the point they can’t do anything with it.

    That's right. For now, anyway. Most of the land use laws have loopholes you could ride a horse through.
    My daughter is an attorney whose firm specializes in tribal land use and environmental issues. There are plans being made.
    Wait and see what happens in a few years.

    That is good to read because when the land was given back it should have been given free and clear. The land was taken as free and clear and should have been given back the same way.
