Just a guess based on how I would secure a truck. I'd think those chains are 2 separate tiedowns that are direct attached around the front axle.

I feel like every row at least on the top layer should have a strap through it, but as someone else mentioned they are banded together, so at least there is something holding them. Ya I get it, they are strapped & strapped as a bond to each other, but straps stretch under impact, and rubber gives plenty of added flex.
