It's still done that way at certain companies I know of. They'll start a new person as a shunt driver/yard guy, parking trailers, securing cargo, checking tires, etc., then move them onto city delivery, then eventually regional if there aren't any incidents.

There isn’t any other way if you want a truck driver in the end. There’s a few cheap quick ways to do it but you end up with Swifty.
