2013 cascadia blowing icm fuse

My cascadia keeps blowing fuse f22 5 amp fuse everytime I turn the ignition on, aside from possible bad wires is it possible the icu is bad? I pulled the icm out and tried turning the key and a lil puff of smoke came out from the icu before blowing the fuse excuse the title meant to put icu not icm.
