I purposely don’t get the NY HUT, so I’m not tempted to go there. Automatically knocks out everything above it. Pennsylvania and Maryland only on a rare occasion. I ran to and through NY from 04 till 09 maybe? The years the sticker wasn’t required for display, without ever getting the HUT. I was mistakenly told, misunderstood when I tried to get a sticker it was in no longer in effect. Never got caught or audited on it.
