at both the range and club i belong to, I HAVE SEEN cops (who are members of both places) practice shooting....many of them cannot hit the side of a barn the size of an airport hanger...

Having watched a lot of video's of gas station shootouts, in almost all of them, the culprits have their shooting arm stuck up high. The weapons is held sideways, gangster style, and they fire crouching down. There was one shootout in Dallas where the police picked up 60+ empty casings and no one was hit.

 

The way the story is written it seems the two brothers who got shot, one fatal one critical, are probably responsible for the majority of those rounds and the guy who didn't get hit and is cooperating with police probably knew what he was doing.

It's not just cops, even soldiers are stupid inaccurate in actual combat conditions. Granted, a lot of the shots are intentionally meant to suppress the target. But good for you, you can hit a piece of paper. Totally the same thing.
