Was a stupid question, but, how many gallons of water does it take to soak a tractor and trailer? And how much does the water weigh? If the gross was 80,000 or the drivers were 36,000 could weather take that past the 200lb leeway? Our port of entry here is really thin skinned. Sorry, question answered…

No such thing as a stupid question. I've been in this business for a long time and I still run across things that puzzle me.
We have one state scale that we cross frequently and they're notorious for being nit pickers. We just cut the load down five hundred pounds or so and double check the axle weight.
While rain might not add much to a trailer's weight you want to watch out for snow accumulation. Snow and ice can add quite a bit of weight.
That being said I've never seen enough snow that stays stuck to a pneumatic to be any real problem,

    Suspect Zero Thanks this.

Thanks so much. Our port pulls you in and scolds you for being “close” to overweight, and, if you turn your lights off as a courtesy to the scalehouse, they pull you in for “running at night with no lights on”. Just trying to be proactive. Thanks!
