It is the certification to allow you to load at refinery or bulk plant loading rack for fuels or other hazardous products.

Around here some employers will have that done as part of the onboarding orientation or shortly afterwards so that you can load from the rack at the refinery instead of having to get another person to load a trailer for you and spot it at the yard.

    No idea, sorry.

Call the company advertising for that job and talk to them. They could probably tell you.

Who knows might take on a guy that has the initiative to call and ask.

After company orientation getting carded in should be part of the hiring process.

Each distribution center could be a different rack cert...many places are not manned all day but use cards to load 24/7 so you have to 'qualify' at each place.

    You can't.
During training, you'll load at various Terminals, learning their systems and processes.
You generally need 3 or 4 BOL numbers before they'll let you test for your card at each terminal.
Each time, you need to be with a trainer, someone who's carded at that terminal, in order to load.
Some folks need more practice, some less, but generally i watch the trainee to determine their likelihood of success, and I set them up to win.
We make a big deal of our your first card too...
Have a few drivers on hand when we come in at end of day to celebrate the win with you.
The idea of carding is ensuring you have the ability to do it on your own... Rack operators really hate new drivers waking them up at zero dark 30 because they screwed up.
A couple things to keep in mind...
Which Terminals can you bucket drain?
At some point, you'll screw up.
    Happens to us all.
You'll probe out(overfill a compartment) and have to figure out how to get yourself out of the mess.
You have to bucket drain to get the level below the probe to finish loading, and hope you can finish the load without a broken blend.
Know which racks blend inline, and which shoot the ethanol before the gas.
There's a bunch more, and it sounds like a lot, but it really is a fairly simple process.
Gas hauling is a thinking man's game.
Phones are the bane of most younger drivers.
    Distractions are lethal.
Just put the right product in the right track at the right store, every time.
