The tenant in your scenario is paying part of their salary back as rent. That is how the law looks at it.

There is 'never' free rent in that scenario. By law, it is is a 'wage credit'.

Once the wage credit is established, then a traditional landlord/tenant relationship occurs.
By law, one cannot legally use a truck as an address. Cameras in an apartment would be wrong, cameras is a truck are perfectly legal.
