IRP (International Registration Plan) or Apportioned tags are required in Inter-State commerce for:
- Any power unit with 3 axles or more, regardless of weight
- Any power unit with 2 axles with a registered gross wt or actual gross wt over 26,000#
- Any combination vehicle with an actual gross wt over 26,000#

If you stay inside your base state, not needed.

GVWR has nothing to do with IRP.

"Plain plates", or full-fee tags, are fine in your home state. If you are going to operate Intra-State in some OTHER state, you will need to apportion with that state.
"Farm tags" are fine, as long as you are doing farm business (for your farm).

GCWR (gross combination weight rating) over 10,000# in Inter-State commerce puts you under the Federal safety regs. Log book, med card, markings, etc. Some states exempt you from the Federal regs until you exceed 26,000# in Intra-State operation.

393.76 FMCSR has the US requirements for sleeper berths. I have no idea about css or Woodhouse, you will have to read the regulation and see if they comply.
