    I think whatever TMS system they're can definitely be an issue. The broker could be building a consistent lane in the system and it automatically posts to ITS.

    It's called bait and switch, or baiting, which according to ITS, you are not suppose to do. Like you said as long as the subscription money comes in they don't seem to care. How many complaints about TQL do you think they get a day on the exact same thing and nothing is ever done about it.
