I've gotten a sticker one week and a level one the next. It has happened to me a bunch of times and only had one issue which was not related to safety or a violation. It doesn't matter what the regs say.

    That's right.

    396.23
    (a) A motor carrier or an intermodal equipment provider may meet the requirements of 396.17 through a state or other jurisdiction's roadside inspection program.

I'm on my phone, done typing. ;)

Yes , but it was confirmed in another thread lately that some states will not recognize any inspections done outside their state .
While a CVSA sticker may mean the inspection meets the requirements of 396.17 for an annual inspection it still makes the vehicle subject to roadside and scale inspections at any time as are other vehicles with annual inspection stickers meeting the requirements of 396.17

Tis true. Thus the word 'may' in the first sentence. ;)

Never hurts to know where a person is going and what's acceptable or not.
