And you thought that the air quality policy didn't understand the free markets. Well, it appears that they have thought of how smart companies are going to get around the port regulations on trucks.
So if you are bringing in produce that is going to go into a port and the truck is not complaint for going into the port you would switch it off to a truck that is compliant, correct? Well, not legally. That is called "dry-off" and it is illegal under CARB. You would have to switch it to a CARB Port compliant truck before it enters the state. Same is also true for going the other way. Can't make the switch till after you leave the state.
CARB getting serious

If that is correct then I would just not haul their produce, problem solved. I am still waiting for some of these truckers to just tell California that it is no longer worth the effort or expense to haul their freight. We would quickly see how they will get all their products to or from market.

They are doing it with all the shiny new facilities in AZ (and I am sure other areas). Government regulations come and go (mostly come) and companies adjust and make money. Often they bring new opportunities.
Thought it was interesting that they thought threw this little issue with the ports. -
I thought Cali was supposed to fall into the ocean years ago. Guess this is one more reason to say bye bye to them.

In an interview with the German news publication Der Spiegel, meteorologist Hans von Storch said that scientists are so puzzled by the 15-year standstill in global warming
that if the trend continues their models could be fundamentally wrong.

I'm putting my money on human activity and the burning of fossil fuels has less of an effect than we think it does ... After all, we had several ice ages that came and went, without any measurable amount of human activity ... I believe it is just a cycle we can't do much about.

half the time they dont know what they are talking about but like to scare people...
the government is only making it harder for trucking companies and in turn less money for the truckers in my opinion. -
