If i go to local irs office, get an ein, open an
llc, file for authority, go to get insurance and decide against it.
What happens in terms of the business and ein i just oppened?
Or is there insurance companies that give quotes to O/O's without an actual business.

If you are paying your 2290 you should already have an ein? PA made me do it years ago.

They should b able to give you a ballpark estimate before you are in business. Many people have done what you're talking about doing because they couldn't afford insurance. So I'd check on that first. Explain to them you're nor in business you will have a new MC and that you're looking for ballpark numbers given youre exp. Give them an example of the truck and values you will need. Also what type of cargo you will be hauling and how much cargo insurance you will need.

If I understand your question right and you decide not to follow through and operate the business, you would have to dissolve the entity. A CPA can advise you on what to do. The authority will remain in a pending status for some time due to the absence of insurance filing. There is a process to voluntarily revoke it.

FWIW, you can get the EIN and incorporate without going further than your laptop. Don't apply for authority until you get insurance quotes and are ready to start a policy within a few days of filing the authority application.
