Indiana adopts protections from warrantless searches
Indiana state lawmakers have taken steps to improve privacy protections for people by restricting police collection of cellphone data. Gov. Mike Pence signed a bill into law, prohibiting police from searching cellphones during routine traffic stops without a search warrant.

To see if you are texting and driving. No more cell phone inspection checks digging for a fine. I guess now it's if you are involved in an accident they will need a warrant or if they actually see you texting they will still have probable cause.
Some of these police cruisers probably have fax machines in their cars and can get a warrant in minutes. -
not entirely sure but I would not be surprised if an accident provides probable cause automatically. similar to checking your wrecked vehicle for alcohol/drugs

This is why my cell phone stays locked, it may not stop them by I do not text anyways since my mobile is hands free for calls and text.
