Those whips are hard, stainless steel so I would use a good set of bolt cutters. I guess a fine tooth hacksaw or a dremel type deal with the right disk would work too.
-
And remember, take tiny bites and sneak up on the right length, or you will be going back after another whip...

cool thanks. Its on one of those cheapish road pro coil antennas. It'll get me started anyway. Noticable improvement on RX. Mounted on 2014 Cascadia.

You got that right! -
Second the bolt cutters. Nothing else will do it. I tried a hacksaw, the steel whip rounded the teeth.
-
Also, which RoadPro coil antenna is it? I had a Terminator II on my ProStar, loved it. It's a little short for use on the Cascadia, so it's been demoted to car duty.

Diagonal wire cutters will work IF you get the right size, and don't try and trim anything thick.

I use a grinder. Now days I use a portable grinder with a 1/16" cutoff wheel.
