Try it with weight on, may start to balance out better, in fact I think it will.
The leveling valve cares nothing on volume, just pressure. It will feed it all the air it wants until the pressure balances out. Air bag pressure equals ground pressure pretty much, so I don't think that is it. Shimming may be a bigger benefit than a different air bag etc. I would look at that before anything else. But try some weight on it and see how it looks then
Only time I have seen big issues is when the tires were a different size

And my tires are different sizes
I have 445 super singles on the lift and 22.5 on the drives -
I ran it for 60 days with the single valve and it never equalized, and I ran it fairly heavy - over 50k for the group.
I paid to undue and put the 2nd valve back in because I figured at least I could get level in most states -
With mine I have to set the lift at 2psi higher than the drives to get within 250 pounds of the drives.

And that 250lbs is single digit percentage wise though. So it is #### close.
Thinking the tires are the issue Ron. Shim the lift to balance it out mate.

If I went to a 4 tire setup same size - best guess would it equalize?
