That's not entirely true about no placards. If it's had hazmat in the tank before you're required to have the tank blown down or de-gased and issued a certificate that the tank is gas free. If it's a new tank then you can show the paper work that you just picked up the truck and it's never had any product loaded in the tank. As far as the endorsements goes the officer can say it's a tank and you need the endorsement. Some might let you go without it but why not just get the endorsement since it's so easy? -
