Yea... an intelligent decision. Between this and scrapping the disastrous reset rules, the FMCSA is getting downright reasonable. Almost.
Note that it doesn't apply to all OS/OW loads, however.

With the restrictions and required permit required to be able to utilize the exemption, I will continue taking the 30 minute break. It isn't a big deal for me either way. If they really wanted to offer an exemption, they should have just made it a blanket exemption without all the added hassle. I have no doubt this will be yet another money maker for the dot.

"added hassle"? All you need is a state issued oversize permit which you already have because you are oversized, and print the three page exemption from FMCSA. If that two minutes of "hassle" isn't worth the few hours per week that you can save...
For me its a no brainer, it will help get through curfews, beat darkness, not pay pilot cars for downtime... No brainer. -
But, but, BBuuutt.. its about safety!!! bull crap. They should do all or non if this was the case.

It is my understanding that you need to apply for an exemption separate from the oversize permit. I have not heard anything about being able to print the exemption from the fmcsa website. I would want to check that to make sure. Either way, I don't see a problem with it. I have worked with the exemption and without it. -
