I heard that the new Entry Level Training requirements was supposed to be posted on July 8, 2015. To this date I have been unable to find the new regulation. If you know where it is posted can you share please.

FMCSA is supposed to propose requirements for entry level driver training specifically stating what is supposed to be trained and how long training is supposed to be at a minimum. FMCSA is also supposed to have a registry of approved locations that host CMV training. I know about 380.503, I'm just waiting to see the updated regulation that was supposed to be published on July 8, 2015 -

According to the MAP-21 Bill, FMCSA is supposed to establish minimum training requirements. A board was created to establish the reuirements. http://www.fmcsa.dot.gov/regulations/rulemaking/2014-19637
I went to a convention back in April for Truck Driving Instructors and a rep from AAMVA said that the rules were going to be published on July 8, 2015, but I haven't seen anything. I haven't even seen any news or notices about it on the FMCSA website. It doesn't matter anyhow. All the Mega companies say new hires require X amount of hours of training, you never actually get that. You may be in the truck for all of those hours with a so called "trainer" but while he is driving and you are sleeping or while you are driving and he is sleeping isn't training at all... The government can set all the standards they want who is going to be in the truck monitoring if the student is actually getting that training? Not going to happen... With a lot of the slobs that these companies have as so called trainers the student cant get off of the truck quick enough so do you think he is actually going to blow the whistle and file a complaint with the government when the standards are actually set in stone and not being met? There isn't going to be a way that any standard set can actually be enforced...

I wasn't referring to the "megas". This proposed training requirements would be for the CDL Schools. The idea behind the minimum training requirements is to try an eliminate the "CDL Mills". weather or that will happen is a different story.

I'm sure there are ways of circumventing rules, by finding loop holes. As far as I know, with the new training requirements, a school would have to register with the FMCSA, which opens up the school for audits making sure that they comply with the minimum standards.

Training requirements if you're hauling hazmat have been around a long time. It's just in a different book but if you're dealing with hazmat you are required to meet the training requirements. Most of the requirements can be met by getting a CDL but specific training at your site is mandatory. See 172.704 of the CFR 49 parts 100 to 177.
