13 people died going over the Bighorn mountains on Hwy 16 and 14 here in Wyoming this last year. All passes can be dangerous if you don't drive to the conditions. The company I work for let's us drive anywhere at anytime. You just have to be smart about it. Use chains when needed and don't overheat your brakes. I drive the Northwest eculesively. If I shut it down everytime the roads were not ideal i would never get anywhere.

I think The whole state of Wyoming should be shut down through October to June .

HomeStake I-90 in Montana can be real fun when the weather turns bad. Its got a 25mph limit and quite a few curves and one screw up and youre done.
